Under U.S. copyright law (Title 17 of the U.S. Code), downloading and playing pirated copies of games like Tekken 6 is strictly illegal.
Specifically, 17 U.S.C. § 106 grants the copyright holder (Bandai Namco) the exclusive right to reproduce and distribute their software. Downloading unauthorized ROMs or ISOs directly infringes on this right. Furthermore, under the Digital Millennium Copyright Act (DMCA, 17 U.S.C. § 1201), bypassing copy-protection systems or obtaining decryption keys without permission is a direct violation of federal law.
