There have been a number of thoughtful contributions to Canada's tax reform discussion in recent days, including calls for Canada to undertake a broader review of its tax system. It's an important conversation to have. But tax reform cannot simply be a discussion about tax rates. Or reduced to business competitiveness and attracting capital, important as those issues are. It also needs to be a discussion about outcomes. • What kind of communities do we want to live in? • What role do we expect government to play? • How do we build trust that public dollars are being spent effectively? • How do we remain competitive without entering a race to the bottom?
