ABU NEW TUITION CHARGES: NELFUND IS NOT A SUBSTITUTE FOR GOVERNMENT FUNDING I have read painstakingly the argument on the recently reviewed tuition charges of Ahmadu Bello University, and I believe there are key issues that must be addressed distinctly, as they are not ambiguous. To begin with, let me state emphatically: I support NELFUND. I have consistently supported NELFUND because I believe no Nigerian student should be denied access to tertiary education simply because his or her parents cannot immediately afford the cost of education. However, supporting NELFUND does not mean that NANS should outrightly support every increase in tuition fees. NELFUND is a loan scheme, and not a grant. Hence, students have to come back to repay whatever amount is obtained from NELFUND. To be clear, the fundamental objective of the NELFUND scheme is to provide financial support to students; it was not established to give institutions a licence to continuously increase tuition fees arbitrarily. From a logical standpoint, there is a distinct difference between asking, “Who will pay for the cost of running the university?” and asking, “How much should students be required to pay?” These are two different questions. No doubt, the cost of running Nigerian universities has increased tremendously. Electricity is more expensive. Diesel is more expensive. Laboratory materials are more expensive. Maintenance is more expensive. Academic and non-academic staff require better welfare. All of these are realities that we cannot deny. However, the fact that the cost of running a university has increased does not automatically mean that the burden should be transferred to students in whatever amount the university considers appropriate. The Federal Government owns and funds federal universities. Therefore, the first conversation must be about the adequacy, transparency, and efficiency of government funding, and not having to resort to putting the burden of funding the university on vulnerable students

Furthermore, the electricity bill must be paid, but let us ask the right question. I have heard the argument that when electricity is cut off, somebody must pay the bill. Absolutely. But that argument does not answer the question of who should bear the cost and in what proportion. If ABU receives an electricity bill that it cannot afford, the solution should not automatically be: “Increase student tuition fees.” The Federal Government must also ask why federal universities are being placed in a position where essential services become dependent on students. If electricity is essential to teaching, laboratories, and research, then electricity should be treated as part of the cost of public education and appropriately funded. We cannot tell Nigerian students that education is a public good when convenient and then treat every component of providing that education as a commercial transaction when funding becomes difficult. To this end, let me also make this clear: NANS is not declaring war against ABU management, nor are we sworn enemies. The Vice-Chancellor is not the enemy. The university management is not the enemy. ASUU is not the enemy. The students are not the enemy either. The real issue is how we can sustainably finance public education without pricing ordinary Nigerian students out of the system. If the university management can take responsibility and be accountable and can prove that the new charges are absolutely necessary, NANS will listen. If there are areas where the charges can be reduced, NANS will demand a reduction. If there are categories of students who require exemptions or special consideration, NANS will demand them. If the Federal Government needs to increase funding to ABU to reduce the burden on students, NANS will engage the government. That is responsible student leadership that I represent. I have personally supported the expansion of NELFUND because I understand what it means for a student to receive admission but be unable to continue because of financial constraints. But supporting NELFUND also means we must protect its sustainability. If universities continue to increase charges without corresponding improvement in government funding, NELFUND will eventually carry an even greater financial burden. And if NELFUND is forced to finance ever-increasing institutional charges, we may eventually create a system where government stops properly funding universities because it knows that students can borrow to cover the gap. Eventually, the objective of the scheme would be defeated. NELFUND should complement government funding, not replace it. Therefore, our position is straightforward. We acknowledge the economic realities confronting ABU and the country at large. We acknowledge that the cost of running a university has increased. We acknowledge the need for sustainable funding. We support NELFUND and will continue to support initiatives that ensure no student is denied education because of financial hardship. But we cannot accept the argument that because NELFUND exists, every increase in student charges automatically becomes acceptable. Going forward, we will engage ABU management. We will engage the Federal Government. We will engage NELFUND management. We will engage student leaders. We will demand a clear and transparent actual cost of running the university in contrast with the funding available. Let us see the gap. Let us know what the government is providing. Let us know what ABU is generating. Let us know what students are being asked to pay and why. Then we can have an honest conversation and a way forward. Because the solution to underfunding Nigerian universities cannot always be: “Increase the tuition fees.” And the solution from students cannot always be: “Reduce the charges.” Both positions are incomplete without answering the most important question: how do we properly fund public universities without making university education unaffordable for the Nigerian student?

UPDATE ON ABU ZARIA SCHOOL FEES HIKE ANNOUNCEMENT Following the information received from the Accountant of the university management, I have had a series of discussions with key stakeholders and the Students Representative Council (SRC) leadership of the institution, including both the outgoing and newly inaugurated leadership. I was reliably informed that the university management had earlier met with student leaders and proposed an increase of about 40% to 30% in the fees payable by students. However, from the information made available to us, no final conclusion had been reached before the management proceeded with the announcement. In response to this development, I have directed the NANS Zonal Coordinator, who has also reached out to the university management, to lead the Kaduna JCC Chairman and other relevant executives to a meeting with the management. The meeting is expected to take place today, and the SRC President will also be part of the engagement. Our objective is to engage constructively with the university management and explore a win-win resolution that will protect the interests of the institution while also ensuring that students are not subjected to an unbearable financial burden. The proposed increment, as communicated, is a serious concern, considering its potential impact on students and their families. We therefore believe that meaningful consultation should precede any final implementation. It is on this note that I appeal to all students of ABU Zaria to remain calm and law-abiding as we have commenced the first phase of Aluta, which is CONSULTATION. I assure you all that the leadership of NANS will continue to engage the relevant stakeholders and will keep students adequately updated as events unfold. URGENT SAFETY WARNING TO STUDENTS AND TRAVELERS The leadership of the National Association of Nigerian Students (NANS) has received disturbing information regarding the recent kidnapping of NYSC members along their route. According to information reaching us, the two buses conveying the corps members were reportedly travelling in convoy when they got to the location where the incident occurred. It was alleged that one of the drivers stopped, claiming that he wanted to give money to someone on the other side of the road. The second bus subsequently stopped alongside it, after which armed men reportedly emerged from the bush and abducted the corps members. Of particular concern is the information that none of the two drivers was reportedly abducted, while the kidnappers were allegedly already positioned around the location where the buses stopped. These circumstances raise serious questions that require urgent and transparent investigation. At this point, we are not in a position to establish the circumstances surrounding the incident or attribute responsibility to any individual or transport company. However, the questions arising from the incident cannot be ignored. We therefore call on the relevant security agencies and government authorities to urgently investigate the operations of UDUA KING Transport Service in connection with this incident, and where necessary, suspend its operations pending the conclusion of the investigation, in order to establish exactly what transpired. As a precautionary measure, we advise students and other travelers to exercise extreme caution and, pending clarification of the circumstances surrounding this incident, consider avoiding UDUA KING Transport Service. We are particularly concerned about the safety of Nigerian students and young people who travel across the country every day. The circumstances surrounding this incident must be thoroughly investigated, and anyone found to have compromised the safety of the victims must be held accountable. There are many questions requiring answers, and we believe the families of the victims, the NYSC community and Nigerians deserve nothing less than a transparent investigation. UPDATE BY THE NATIONAL ASSOCIATION OF NIGERIAN STUDENTS (NANS) ON THE DISCIPLINARY ACTION AGAINST NURSING STUDENTS OF THE UNIVERSITY Information gathered by the leadership of the National Association of Nigerian Students (NANS) regarding the disciplinary action against the nursing students of the university indicates that 14 of the students were suspended for a period of time, while one student, who reportedly made the viral social media post, was expelled from the institution. This development therefore contradicts the earlier information available to us that all the affected students had been expelled from the university. While we acknowledge the authority of the university to enforce its rules and regulations, the leadership of NANS is appealing to the university management to kindly reconsider the punishment, particularly the expulsion, and reduce it to a warning or any other less severe disciplinary measure. Taking a student out of the university, especially a student pursuing a professional course such as Nursing, can have a profound and lasting impact on the student’s education, career and future. We therefore appeal to the university management to exercise compassion and give the affected students an opportunity to learn from the situation and continue their education. At the same time, NANS wishes to use this opportunity to appeal to all Nigerian students to always maintain good conduct and conduct themselves responsibly within and outside their institutions. Students must understand that while they have the right to express their concerns and grievances, such expressions must be carried out within the framework of the laws, rules and regulations governing their institutions. No doubt, such conduct is grossly inappropriate and does not align with the ethics, discipline and professional standards expected of students of Nursing. However, we humbly appeal to the Management of Madonna University, a reputable institution with a long-standing commitment to academic excellence and character formation, to temper justice with mercy and reconsider the severity of the punishment imposed on these students. Expulsion is, by far, a grave punishment. Beyond the immediate academic consequences, it can fundamentally alter the course of a young person's life. These students have invested years of their lives, resources and hopes in pursuing a professional career in Nursing. An expulsion at this stage could have a lasting toll on their academics, their future careers and their mental and emotional wellbeing. We therefore respectfully urge the Management to consider clemency and give these students another chance. Rather than expulsion, we appeal that the students be issued a stern letter of warning. We are certain that these students now understand the gravity of what they have done and already regret their action of gross misconduct. They have all taken responsibility and have already learnt their lessons the hard way. Therefore, we appeal to the compassion and clemency of the Management of Madonna University to please save their future and give them a second chance. The greatest form of discipline is not to end their journey, but to correct them, guide them and give them the opportunity to rise from their mistake. These are young Nigerians with dreams, families and futures ahead of them. This must not be the point at which their dreams come to an end. We respectfully appeal to the University Management to reconsider the decision and replace expulsion with a stern letter of warning. We are optimistic that the Management of Madonna University will consider this humble appeal and save the future of these students. One thing is certain, majority of the students don’t understand the NELFUND concept, and they cannot be blamed for that because the students always have unanswered questions… I saw a girl on Channels’s yesterday, talking about not having interest in the institutional loan but could not get the upkeep… The institutional Loan, qualifies you for the upkeep. You can get institutional loan and decide not to get the upkeep, but you can’t get the upkeep without the institutional loan. I have also seen many argument over the repayment plans. The repayment plans is also designed to be very easy for all students . Massive Orientation about the program is needed and it should be year in year out, because we keep having new students in the system every year ….

NIGERIA AT 66: ABOVE EVERY DIVIDE IS A NIGERIA THAT MUST SURVIVE Great Nigerian Students, It is yet another remarkable milestone in our journey as a people and a nation bound together in unity. The beauty of our sovereignty lies in our continued unity despite our diverse tongues, religions and ethnicities. Great Nigerian Students, today, we must celebrate our sovereignty, resilience and resolve as a nation, the largest Black nation in the world. Our colour does not define us; our unity in diversity is what makes us formidable as a people. Thus, we must continue to celebrate our shared heritage, the Nigerian state. It has been 66 years since independence, with our flag flying high. On this day, as we celebrate, we must also reflect on our journey as a nation, which has spanned over six decades. It is also patriotic to use this opportunity to honour our heroes past who gave their all for the freedom we enjoy today. Great Nigerian Students, as major stakeholders in nation-building and those upon whom the future of this country rests, let us continue to uphold the ideals that unite us regardless of our religion or ethnicity. Let me clarify a few facts about the programme currently being discussed. This is a students’ engagement programme organised by the Office of the Senior Special Assistant (SSA) to the President on Students’ Engagement. The programme is being implemented across the various geopolitical zones of the country. It has already been held in the North-East, South-East, South-South and North-Central zones, with the South-West edition being the latest. The programme is designed to identify and empower outstanding students from participating institutions by providing them with laptops and training opportunities in computer-related courses. To the best of my knowledge, the programme is supported through relevant agencies and stakeholders engaged through the advocacy efforts of the SSA’s office. Therefore, the presence of the President’s image and government branding at the event should not be taken out of context. The SSA is a government appointee, and part of his responsibility is to promote and communicate government initiatives and programmes being implemented through his office. More importantly, the nomination process should be properly understood. You were not nominated by your school because you were not the student selected to represent your institution. The participating institutions were contacted to nominate their outstanding students in line with the criteria for the programme. The letters sent to schools in Ondo State, which are attached to this post, clearly show how the nomination process was communicated. You did not receive the laptop, and rather than appreciating that the programme was designed around a selection process, you chose to attack the organisers of the programme for reasons best known to you. Let me also address the issue of Comrade Sunday Asefon. Asefon Sunday is a former President of the National Association of Nigerian Students (NANS), and in his current role as Senior Special Assistant on Students’ Engagement, he has continued to engage issues affecting Nigerian students. His advocacy and efforts to ensure that students receive opportunities, support and empowerment through his office should not be deliberately watered down or misrepresented. I was invited to attend the programme because of its direct relevance to students. Unfortunately, due to flight irregularities, I could not make it to the event personally, and I was represented by my Chief of Staff. I believe that constructive criticism is welcome, but we must also be fair and factual when discussing programmes designed to benefit students. We should not allow personal disappointment over an individual outcome to distort the purpose, process and impact of an initiative that is intended to support students. Attached to this post are copies of the letters sent to schools in Ondo State by the SSA’s office. I encourage everyone to look at them and understand how the nominations were conducted before drawing conclusions.
They told us to come to school today because @officialABAT and his people were coming to share laptops, money and bags to students. I didn’t even need laptop. I just wanted to help my sister get one because she’s about to resume. So, I got there past 11am for a program that was supposed to start by 10. Registration here and there. Eventually, the program started around 12. Few minutes into the program, they announced that the “nominees” for the laptops should get ready. Nominees??? You told us to come and receive laptops. Nobody told us there would be nominees. Nobody told us to submit anything. Nobody told us we needed a school letterhead explaining why we needed a PC. So who nominated who??? I just looked at my friend and said let’s go. Later, I called someone who stayed behind to ask what happened. They shared table water and rice. TABLE WATER AND RICE. 😭 Now here’s the part that is actually annoying me. They gave us jotters. They gave us shirts. They gave us caps. They printed all sorts of things. They spent money branding the whole event. But the laptops they brought? From what I could see on that table, it wasn’t even up to 50. If all this money can be spent on shirts, caps, jotters, banners and all the other things we probably didn’t need. Why not just buy more laptops??? I’m not even saying everybody must get a laptop. But if you’re going to announce a student laptop distribution program and gather students in school, at least make the actual laptops the main event. Because how did we go from: “Come and collect laptops” to “Only nominees should come with a letterhead explaining why they need a laptop”

IBBUL ASUU STRIKE UPDATE: NANS DIRECTS CALL-OFF OF PROTEST I have just been briefed by the NANS Zonal Coordinator that the meeting convened by the Niger State Government with the leadership of ASUU over the prolonged strike at Ibrahim Badamasi Babangida University, Lapai (IBBUL), has ended successfully. I am informed that the ASUU leadership expressed satisfaction with the agreement reached with the university management and has resolved to hold a congress tomorrow to deliberate on and formally call off the strike. I must sincerely appreciate the Niger State Government under the leadership of His Excellency, Governor Mohammed Umaru Bago, for its intervention and commitment towards resolving this crisis. The willingness of the government to engage with ASUU and the university management has contributed significantly to the progress we are witnessing today. We appreciate the Governor for prioritising the interests of students and taking concrete steps towards ensuring that our students return to their classrooms as soon as possible. Let me also sincerely appreciate all our students, student leaders, and stakeholders who stood firmly with us throughout this period of struggle. I also appreciate those who chose to interpret our actions as politics. At the end of the day, our commitment remains the welfare, academic progress, and future of Nigerian students. There should be no reason why any university should remain on ASUU strike across the country, and NANS will never compromise on this position. Students deserve uninterrupted access to education, and we will continue to engage all relevant authorities constructively while standing firmly for their rights. In the last few weeks, we have recorded significant progress. We successfully resolved the Ondo State-owned universities’ ASUU strike, secured a progressive update on the Benue State strike, where all parties have reached an agreement and the strike is expected to be called off soon, and now we have received encouraging news on the resolution of the IBBUL ASUU strike. It is therefore on this note that I have directed the NANS Zonal Coordinator to call off the planned protest, while he has also assured me that he will visit the university tomorrow to monitor developments and ensure that the agreed process is progressing as expected. However, I must express my disappointment with the outgoing SUG President of IBBUL. During this difficult period, when students were deeply affected by the prolonged strike and there were serious concerns over their safety and welfare, we did not hear the same level of advocacy from the SUG leadership. Yet, when NANS mobilised to demand action, a statement was issued asking students not to participate in the protest. Let me be clear: NANS National does not require anyone’s approval to stand up for students when their education and welfare are at stake. Our responsibility is to the Nigerian student, and we will continue to discharge that responsibility without fear or favour. I believe the progress recorded through engagement and pressure demonstrates that when student leaders stand together and demand accountability, meaningful results can be achieved. As we await the final announcement from ASUU, I enjoin all IBBUL students to remain calm, stay safe, and await official communication regarding the outcome of the congress. ALUTA CONTINUA!
