At the #WTOPublicForum, @ituc & @uniglobalunion jointly organised “What Lies Beneath: The Hidden Labour Behind Digital Services.” Digital services depend on complex global supply chains — and on the often-unrecognised work of data annotators, human trainers, content moderators and many others, who frequently work in precarious conditions. Our discussion put these workers at the centre of the conversation and explored how digital trade governance can better reflect the realities of the people who make digital services possible. 📣 The key takeaway: Trade policy must consider its impact on people. Workers and their rights need to be factored into the negotiation and governance of digital trade. At the EPIC Annual Technical Meeting 2026 in Dublin, ITUC joined trade unions and other partners to highlight the critical role of social dialogue and collective bargaining in advancing pay equity. Collective bargaining gives workers a voice in setting fair and transparent wages, while strong social dialogue helps turn commitments on equal pay for work of equal value into concrete progress in the workplace. The ITUC condemns the seven-year prison sentence handed down to veteran trade union leader Lee Cheuk-yan. Along with activists Chow Hang-tung and Albert Ho, Lee was found guilty in August on charges of inciting subversion under Hong Kong’s National Security Law. 🗣️ "This sentence compounds a grave injustice against Lee Cheuk-yan. Lee and Chow did nothing wrong. They are innocent. No evidence was produced, linking their activities to force or violence of any kind. The 2026 ITUC Global Rights Index has ranked the 🇺🇸 USA among countries with “systemic violations of workers’ rights” and has placed it on its Watchlist following significant backsliding in fundamental rights. The developments highlighted include restrictions on collective bargaining for more than one million federal workers, the weakening of institutions protecting labour rights, and growing pressure on immigrant workers and trade union members. What happens in the United States matters far beyond its borders. When workers’ rights deteriorate in one of the world’s largest economies, it risks setting a dangerous precedent globally.
