Carl is wrong on 38. VOTE NO. It’s an $8.4 billion bond that the state borrows. Then the taxpayer has to pay $500–600 million per year for 20 years to service this bond out of our General Fund which means our taxes will go up. Those annual payments start right after the bonds are issued and continue for about two decades, regardless of whether the research produces successful products. Those payments are due even if the 10% royalties fail to recoup the cost of the bond. This allows the drug companies to offload some R&D cost while benefiting from new research.
