CISA’s Sep 2026 Election Infrastructure Security Plan (“Securing the Next 250”) is a 13-page guide to cyber/physical threats and no-cost help for state and local election systems.
It lists technical facilities that house **servers** and network equipment; computers, servers, and databases; and internal production software and servers.
It also names cross-sector stakeholders—“communications, energy, IT”—that support election operations.

Park A-reum, who met her mother after 37 years: "Why did the police say there was no matching DNA?"
When she hired a private investigation firm, they found her mother in six weeks.
Park could have found her mother two years earlier but missed the decisive chance because of police error.
Asked why they replied that there was no matching DNA, police said: "The person in charge at the time may not have been fluent in English and may have used a translator.
That person has already left the agency so no records remain and we cannot confirm the specific reason."
Similar cases therefore cannot be ruled out.
In 1988 Park went out with her father, got lost, and was sent to an orphanage.

The Supreme Court (대법원 Division 3, Justice Oh Seok-jun, 23 Sep 2026) reversed a lower-court dismissal and remanded a state-compensation case that had earlier been lost with a final judgment on 소멸시효 (statute of limitations) grounds.
It held that a pre-amendment 진실화해위 (Truth and Reconciliation Commission) 진실규명 결정 (truth-finding determination) lets the same damages claim be filed again within three years of the amended 과거사정리법 (Framework Act on Settling the Past) taking effect, so the prior 시효-dismissal’s 기판력 (res judicata) does *not* bar the new suit.
(Res judicata (기판력) means that once a court has given a final judgment on a case with prejudice, the same people usually cannot fight the same dispute again in another lawsuit.)
The Court also said that rule applies to cases that were already pending when the amended Act entered into force.

He said 81% of foreigners eligible to vote in Korean local elections are Chinese, while Koreans get no matching vote in China.
He said foreigners already make up 81.3% of deals in Korea’s land-permit zones, while China lets foreigners buy only one home for their own use—and not the land.

1997–2017: The Asia Foundation (TAF) elections chief (Regional Director, Elections & Political Processes).
2015: TAF signs an MOU with A-WEB on training, observation, and “best practices.”
Korea’s NEC/A-WEB was already exporting early voting + electronic counting.
Apr 2016: A-WEB/NEC visitor program watches Korea’s general election, including Incheon counting.
TAF is in that orbit.
2017–2021: Trump-appointed USAID DRG director.
That office oversees CEPPS (IFES, NDI, IRI)—the same U.S. election-aid cluster that already had A-WEB MOUs.
After that same TAF tenure, fraud and manipulation allegations kept surfacing in countries where TAF ran election-support programs—Afghanistan, Indonesia, Pakistan, Nepal, the Philippines.
That’s why he’s a person of interest: one specialist sat on TAF → A-WEB/NEC → USAID in sequence.
2. Tim Meisburger
Tim Meisburger is a key bridge figure connecting The Asia Foundation → A-WEB/NEC → USAID.
He actively participated in A-WEB and NEC programs, promoted Korea’s election model globally, and played a pivotal role in linking the TAF–A-WEB–USAID/CEPPS network as an election expert.
As Korea Office Director of The Asia Foundation, he participated in the A-WEB Election Visitor Program from 2014 to 2016.
He promoted Korea’s early voting and electronic ballot counting systems as “Best Practices” internationally.
