In my fire department I retired from, we required a backer - a firefighter to step out in any weather and direct the driver, avoiding hazards and other. It helps wonders. That driver failed due diligence. And his on board manager should both be jobless.

I can see the driver may not have seen the pedestrian had he checked his rear mirror only briefly. The sticker on the rear door window almost aligned with the top of the person's head. Similar with small children behind 4x4 vehicles. All the same crew were very relaxed!
