I am so very sorry to hear the news of Russell Weaver's passing. I didn't know him well but I always found him to be a kind & generous scholar who worked to bring people together to share ideas about interesting topics. May he rest in peace & my condolences to his family.

I am very hopeful about this news from @IRSnews @TaxNotes. It's important to distinguish the inadvertently non-compliant from the true scofflaws.
The IRS is on the cusp of launching a program to automatically abate penalties for taxpayers who have a clean compliance record, according to the national taxpayer advocate.
