🌳 把樹種對,把樹種好,也要把樹養好。 最近不少民眾關心都市裡的樹木遭到過度修剪、移除,甚至一棵已經長了幾十年的大樹,可能因為工程或不當養護,就從街道上消失。 但一棵行道樹,從來不只是「道路旁邊的一棵樹」。 它可以遮蔭、降低都市熱島效應、吸收碳排,也能提供鳥類與昆蟲棲息的空間。尤其面對極端高溫與氣候變遷,城市裡能不能留下足夠健康的樹木,已經是生活品質與都市韌性的重要一環。 過去我提案《公路法》第32條修法,就是希望從源頭開始改善,要求公路行道樹及植栽應 #優先採用本土原生植物。這項修法已經在去年底完成三讀,讓「選對適合台灣環境的樹」正式往前跨出一步。 但選對樹種,只是第一步。樹種下去之後,後續養護修剪方式對不對?颱風前是不是只剩下「大砍一輪」?養護人員有沒有專業標準?這些都會決定一棵樹能不能真正健康地在城市裡長大。 目前各地方政府對市區道路設施及行道樹的修剪、養護,以及專業人員要求,仍缺乏全國一致的最低技術基準。因此,我也進一步提出《市區道路條例》第32條修正案,希望中央建立全國一致的市區道路附屬工程養護技術規範,將行道樹修剪、養護、專業人員要求及氣候變遷調適納入制度,同時保留地方政府因地制宜的彈性。 這項草案已經交付立法院內政委員會審查。我希望我們對都市樹木的觀念,可以從「種了幾棵」慢慢轉向:把樹木真正當成城市基礎建設的一部分。 從原生樹種,到樹穴設計,再到後續修剪與養護,我們繼續一步步把制度補起來。

Ukraine : pourquoi les blindés russes deviennent-ils plus difficiles à détruire ? Le commandant du corps ukrainien Azov, Denys Prokopenko, avertit que les chars russes sont désormais plus difficiles à neutraliser. Cette évolution ne repose pas sur un nouveau blindage révolutionnaire, mais sur l’accumulation de protections complémentaires et sur une meilleure coordination tactique. Les véhicules reçoivent davantage de blindage réactif explosif, notamment sur les flancs et les parties autrefois moins protégées. Les premières « cages » artisanales sont également remplacées par des structures mieux conçues, parfois installées directement en usine. Leur fonction est de provoquer l’explosion des charges creuses transportées par les drones FPV avant qu’elles n’atteignent le blindage principal. Certains chars sont aussi équipés du système de protection active Arena-M. Celui-ci détecte la menace et lance une contre-munition afin d’intercepter les roquettes, les missiles antichars et certains drones. Après les premiers retours du front, la Russie envisagerait de porter le nombre de ses effecteurs de 12 à 36. Des dispositifs mécaniques ou électromagnétiques de déminage complètent cette protection en déclenchant les mines avant le passage du véhicule. Mais l’évolution la plus importante est tactique. L’infanterie russe cherche à s’infiltrer jusqu’aux positions des opérateurs ukrainiens de drones, tandis que l’artillerie frappe leurs zones de lancement. Les blindés peuvent ensuite être engagés en plusieurs vagues : la première force les défenseurs à consommer leurs drones et leurs munitions antichars, la suivante tente d’exploiter leur épuisement. Lors d’un affrontement, une unité ukrainienne aurait ainsi employé près de 125 drones FPV pour arrêter seulement deux ou trois chars russes. Ce chiffre illustre les limites d’une défense reposant principalement sur ces appareils : tous n’atteignent pas leur cible, les brouillages et les protections réduisent leur efficacité, tandis que les stocks doivent être rapidement reconstitués. Le char russe n’est donc pas devenu invulnérable. Il faut simplement davantage de drones, des attaques successives ou des armes antichars plus puissantes pour obtenir le même résultat. Yesterday, I had the honor of commemorating Ukraine’s Independence Day at the War, Resilience, and Ukraine’s Lesson for Democracies Forum, co-hosted by the German Institute in Taipei and the Liberal Democratic League of Ukraine. On behalf of the Taiwan-Ukraine Parliamentary Friendship Association, I would like to express my deep respect and best wishes for our Ukrainian friends. Since Russia’s invasion in 2022, the people of Ukraine have suffered immensely, yet their steadfast resistance remains a symbol of national unity. A moment in the war that will always remain with me is the bravery displayed by President Zelensky and members of the Ukrainian government when, despite the Russian troops approaching Kyiv, they stood on the streets of their capital and told the world, "We are all here. Our military is here. Citizens and society are here. We're all here defending our independence, our country, and it will stay this way." Their strength reminds us that the security of a nation will always come from its people’s determination to defend their homeland, freedom, and democratic way of life. As we approach the end of 2026, Ukraine remains a sovereign country, and we are reminded that European and Indo-Pacific security are more closely related than geography might suggest. Ukraine’s success is also Taiwan’s success, because when one aggressor is stopped, the next becomes more cautious. Every day that Ukraine holds its ground makes the Communist Party of China rethink the cost of force. Kyiv and Taipei are not as far apart as they seem. Taiwan stands with Ukraine. Slava Ukraini.

Glad to see ties between Taiwan and Panama moving forward again through parliamentary diplomacy. For decades, Taiwan worked alongside Panama in agriculture, fisheries, and public health. Diplomatic ties ended in 2017, but that shared history and friendship did not. 前年我在立法院質詢時,就向數位發展部反映嘉義山區部分路段存在通訊死角,萬一遇到車禍、落石等意外,無法第一時間對外求救,就可能影響救援黃金時間。 質詢後,我持續向中央爭取經費,推動基地台建置,透過數位發展部與中華電信合作,改善偏鄉通訊環境。 今天與數位發展部及中華電信一同實地勘查基地台建置成果,目前基地台已完成強化建置,期盼讓山區居民及往來用路人的通訊更加穩定,也多一分安全保障。 目前嘉義縣已完成建置23座高抗災基地臺,將持續推動增建,並優先強化番路、大埔、阿里山、梅山及容易斷訊等地區,讓關鍵時刻救災通訊不中斷。 感謝數位發展部與中華電信共同努力,讓這項建設順利完成,也讓偏鄉通訊建設真正回應地方需求。 我對山區鄉親的承諾,就是把基礎建設做好,道路要平整、蓄水要充足、電纜地下化持續推動;沒有自來水的地方,就努力爭取延管;水利設施要做好防災、防澇;通訊有死角,就把訊號補起來。 鄉親的需求,我會持續放在心上,也會繼續向中央爭取資源,把該做的建設做好,讓大家住得更安心、生活更便利。

🇹🇼 Today, the Legislative Yuan officially approved the first tranche of Taiwan’s Special Defense Procurement Budget, marking an important step forward in strengthening Taiwan’s defense capabilities. As Chair of the Foreign Affairs and National Defense Committee, I have worked throughout this process to move the discussion forward and bring all parties back to a path of constructive and rational dialogue. From scheduling hearings and negotiations to committee review, every step has been challenging. But I have always believed that national defense is one of the few issues that should rise above partisan politics. I am pleased that we ultimately reached bipartisan consensus on the foreign military procurement portion of the package, allowing the special budget to move forward. This represents a significant step in strengthening Taiwan’s deterrence and defense readiness. At the same time, I must be candid, the outcome is not without shortcomings. Several originally proposed direct commercial procurement and domestic production programs including unmanned systems, counter-drone capabilities, ammunition stockpiling, sustainment, and maintenance—were ultimately excluded. This creates not only capability gaps in Taiwan’s defense posture, but also missed opportunities to strengthen Taiwan’s indigenous defense industry and unmanned systems supply chain. That is why today’s approval is not the finish line, it is the beginning of the next phase. I remain hopeful that future initiatives, whether led by the Ministry of National Defense or jointly advanced by the Ministry of Economic Affairs and the Ministry of National Defense through dedicated unmanned systems legislation, can continue to receive bipartisan support and help close these critical gaps. National defense is the responsibility of the governing party, and it can also be an achievement for the opposition. More importantly, it is a safeguard for all 23 million people of Taiwan. When Taiwan possesses sufficient strength and resilience, we will be better positioned to engage with the world, from a position of confidence and security. I will continue working to advance the legislation, policies, and budgets necessary to strengthen Taiwan’s defense capabilities, expand our indigenous defense industrial base, and accelerate the development of unmanned systems. Taiwan’s security depends not only on what we buy abroad, but also on what we can build, sustain, and innovate at home.

昨天審查國防部公務預算,完成陸海空三軍 291 案。 我始終堅持:預算要監督,國防要支持。 該要求精進的就要求,該給國軍的資源也不能少。 後續保留案會持續協商,6 月初我擔任召委時,也會繼續排審國防預算。 國防不該政治操作,台灣安全需要朝野一起努力。

上週我在國是論壇上再次說明「#安樂死法案」推動進度。 關於安樂死法制化,過去往往難以進入實質審查;但這一次不同,在我4/28所舉辦的「安樂死法草案討論座談會」中,首度迎來了三黨立委共同站出來參與。這代表「生命最後階段自主權」的討論,已經跨越政黨邊界,進入實質推動的階段。 我們必須誠實面對現行《病主法》與安寧醫療的缺口。許多不符合「末期」定義的神經退化、罕病或嚴重失能患者,正承受著無限期且難以想像的身心痛苦。當現行法律無法提供解方時,國家不能坐視不管。 本屆任期至今,我已在院內外辦理共7場論壇,深入討論醫師評估與醫護保障。 我們不能替每個人的生命決定答案,但至少當人民最無助的時刻,國家可以坐下來陪著他們,一起找回尊嚴與選擇權。
