so in your logic, if a non swordsman with stronger conqueror's haki picks up a sword, do they instantly become a worse swordsman than mihawk, or does their haki magically get weaker when they hold a blade?

Joyboy’s haki is much stronger than Shanks’ haki. Mihawk’s haki is also stronger than his. Sword skills at the highest level include your haki mastery in sword combat. In simple terms, its how effective you are with haki on the blade
