The Constitution of Kenya and the Senate Standing Orders allow the Senate as a Chamber of Parliament to set base anywhere in the country at any given time to discharge its duties of Legislation, Representation, and Oversight as spelt out in Article 96 of the Constitution.
The Senate Mashinani is a novel initiative whose core objective is to practically take the institution of the Senate back to where it belongs – the people of Kenya. It is a critical tool for Parliamentary Outreach and Diplomacy and for promoting devolution by fostering close engagements between the Senate, County Assemblies, and County Governments. The week-long engagements help demystify the work of the Senate to Kenyans and give the latter an opportunity to interact closely with the institution.
As part of preparations for the commencement of the Senate Mashinani week, and accompanied by a section of the Senate leadership, I paid a courtesy call on Kilifi County Governor Gideon Mungaro this afternoon.
This being the first edition of the Senate Mashinani to be held in Kilifi County and, indeed, the entire Coast region, we discussed the significance of the Senate Mashinani as a special vehicle for cementing ties, collaboration and partnership between the Senate and Kilifi County.
I reiterated that during the weeklong activities, that include normal sittings in the Chamber, the Senate and the County Assembly will also get an opportunity to share experiences and best practices, touching on our legislative roles and as partners in the Devolution space.
Additionally, Senators will get a first-hand acquaintance with the challenges the county assembly, county government and residents face, findings that will enrich House deliberations and, where necessary, guide Members in initiating required legislative and policy interventions.
Finally, this year’s Senate Mashinani edition presents countless opportunities for Kilifi County and its people to showcase their unique socio-cultural heritage, business, and investment opportunities and also celebrate progress occasioned by Devolution.
