@RBI has sought comments from stakeholders like bank, telecom companies and law enforcement agencies on its draft procedure to contain the menace of mule accounts, returnable by 2 Oct. In common terms, mule accounts are fake that bank open carelessly. Cyber criminals use these to siphon off money they defraud without getting caught as banks simply don’t the address of know their fraud customers! In Britain, banks for such failures pay their customers the losses incurred in cyber frauds within five days. Singapore has a waterfall policy, fixing liabilities on banks and telecom companies, depending on whose carelessness led to fraud. Time for @RBI to crack the whip and make such provisions in India, forcing banks to pay for losses caused by mule accounts, a tool that makes cyber frauds possible. India, on the line of UK & Germany, needs a court-anchored National Rioters’ Register - a list of people convicted for rioting and against whom courts have for rioting framed charges. They are the ‘few’ who take cover of ‘many’ to turn peaceful protests violent. Keeping a tab on them would help in keeping peace as has happened in UK and Germany with regard to football riots. Thank you Dr @ShashiTharoor for taking time out to highlight the subject. I see the forthcoming book as a tribute to the folks who deliver despite a broken accountability system. Individual behaviour- corruption and incompetence - is a pop explanation for government’s underperformance. Another, more pervasive reason is vexatious decision-making conditions that penalises actions with retrospective audit and inquiry and ignores inaction. The solution lies in changing those conditions and make actions safer than inaction.
