this, ugh, seems false? solving problems *is* the primary goal, but in most cases it can only be done *through* conceptual understanding (unless, as per Taleb, you're doing performative mathematics) but if solving problems itself is solved, then the primary goal *does* become developing conceptual understanding! you are actually getting what you want!
