NFL Hall of Famer Warren Sapp recorded this confrontation at Tampa City Hall on Sept. 17. He was in an office next to City Council chambers reviewing paperwork when officials told him to quiet down and leave. Council Chair Alan Clendenin interrupted the meeting, locked the doors, and declared the people in the offices out of order. Police later trespassed Sapp for the day.
Sapp’s position (clear in the video): public building, he was let in, he committed no crime, a request to leave isn’t an order he has to obey. The city’s position: his presence created a disturbance that interrupted official business, so they had authority to remove him.
He filed a federal lawsuit against Tampa today claiming the episode violated his First Amendment rights. This fits a pattern of Sapp filming records-request and access disputes at Florida city buildings this year. The video is one camera’s view of a live argument, not the full legal record.
