Check out this video from a while back showing riders on the same Goliath roller coaster where a man was ejected this week, trying to lock in their safety mechanisms while rising to the top of the first drop; this ride was a disaster waiting to happen.

Riders in the video are tightening already-locked ratchet lap bars while ascending the lift hill (normal on B&M clamshells like Goliath); bars lock pre-dispatch & only tighten further.
