What changed:
Ultra-low-sulfur diesel (ULSD) rules. Starting in 2006 the U.S. required highway diesel sulfur to drop from 500 ppm to 15 ppm. That takes extra hydrotreating—high pressure, lots of hydrogen, expensive catalysts—and added roughly 15–25 cents per gallon in refining cost. Refineries spent billions upgrading.engineerfix.com
Taxes. Federal diesel tax is 24.4¢/gal vs. 18.4¢/gal for gasoline (a 6¢ built-in gap). Many states also tax diesel more because heavy trucks wear roads harder.eia.gov
Demand. Global trucking, shipping, industry, and (historically) European diesel cars created tighter distillate markets than the U.S. gasoline market. Heating oil competes for the same molecules in winter.
