Boruto as a character is canon, just like Pan and Uub who appeared at the end of Z.
Of course the rights holders wanted to continue the manga—the Boruto manga was Shueisha's idea. Kishimoto didn't want to write a series about Boruto, so they had Ikemoto draw and write it instead

Kishimoto stated it really is Ikemoto's manga for Boruto. The new Naruto manga announced at NYCC is set in the time period after the original series but before Boruto begins. Both are part of the same timeline according to official announcements.
