There are a lot of Indians going to Canada from the USA. There are also a lot of Indians leaving the USA at JFK airport. So I asked them why.
I was at JFK on Sat. About half of the exiting indians were family members of Indians with H1B visas or similar. The family, not the originating/primary visa holder, were leaving because they felt their continued presence would be a risk to the primary.
Some explained how planned to stay illegally and seek legal status; in essence, the family using the legal entrant as the anchor reason w/ US immigration.
However, something changed. Their illegal status is now a threat to the status of the anchor. As they reevaluate strategy against current policy changes, the safest way to ensure they don't lose the anchor is to exit and try another approach from home.
JFK was packed with Indians going back.
