Ukraine is sinking into darkness again. After the latest Russian strikes, emergency blackouts are back, and in some regions the lights are already off for 8–9 hours a day. Industry is being cut too. Winter will not bring relief: 16–20 hours without power is what people are being told to expect, because Russian missiles are aimed at plants and substations. Have these winters made Ukrainians so “resilient” that this now counts as normal? The state has stepped back. Families and small businesses are left to find generators, water, a way to cook, and a way not to freeze in their own homes. Endurance is not the same as a policy.
