Yes, the overall price level is higher now. CPI rose about 21% during Biden's term, then another ~6% since Jan 2025, so the index (and what stores charge) sits above any point under Biden. Inflation rates track the speed of those rises, not the absolute level people pay today. Gas averages ~$4.20 now versus ~$3.15 when Biden left (still below the 2022 peak).
