On the subject of visibility: I think engineers overestimate how much detail is known by directors on up, and underestimate the value of their voice.
Execs make best effort decisions every day on whatever signal they happen to have. So give them some signal: *say* something.
My take: Responsibility for #TechnicalDebt is a shared issue. Responsibility for it, and reducing it, goes from the developer, all the way up to the #CIO. And it takes sustained willpower + being treated as a major off balance sheet liability (i.e. top visibility) to address.
