If you factor in talent, achievements and popularity (Growing the female game), it has to be Alexia Putellas

Martha and birgit prinz were dominating the women’s football and awards back in the early 2000s. They made women’s football attractive and popular ! Putellas came when the game was far more popular and had less talented players so she kept winning the award

"game was far more popular and had less talented players"....I know people have biases but believing players were better in Martha's era is straight up delusional. And I would argue that it was in Putellas era that women's football got the global crossover.
