In the Second Congressional Commission on Education II report, ๐ฒ๐ฎ% ๐ผ๐ณ ๐๐ฒ๐ฎ๐ฐ๐ต๐ฒ๐ฟ๐ ๐๐ฒ๐ฟ๐ฒ ๐ฎ๐๐๐ถ๐ด๐ป๐ฒ๐ฑ ๐๐๐ฏ๐ท๐ฒ๐ฐ๐๐ ๐ผ๐๐๐๐ถ๐ฑ๐ฒ ๐๐ต๐ฒ๐ถ๐ฟ ๐๐ฝ๐ฒ๐ฐ๐ถ๐ฎ๐น๐ถ๐๐ฎ๐๐ถ๐ผ๐ป, with Physical Sciences, like Physics, Chemistry, Earth Science, and Astronomy, showing an alarming 98% mismatch rate.
Except for Mathematics, other STEM subjects, such as Biological Sciences, Agriculture & Fisheries, and General Science, all have more thant 50% mismatch rates.
The report points to systemic hiring practices that prioritize availability over expertise, as well as mismatches between the curriculum and licensure exams. When teachers handle unfamiliar subjects, confidence, student engagement, and learning outcomes all suffer.
