Several different documents are being prepared for publication and submission over the coming hours and days. They fall into three distinct categories: Constituent Services requests, to identify the appropriate mechanisms, jurisdictions, responsible offices, avenues for action among others. Reports to law enforcement leadership, including the NYPD Police Commissioner and other appropriate officials. These are necessary because reports cannot simply be handled at the local station level when reports are being obstructed, not taken, not investigated, or when law enforcement itself is implicated in the conduct being reported. This is not a statement about every law enforcement officer. It is about the need to move reports up the chain of command when these problems arise and to create a channel that can circumvent those barriers. Letters regarding capability assessment, threat assessment, preparedness, operational response, and related institutional planning, addressing whether the relevant institutions have the capabilities and plans necessary to identify, investigate, and respond. This post documents a constituent services case submitted to Senator Kirsten Gillibrand’s office today. The case submitted is below: I am experiencing unlawful surveillance, monitoring of my devices consistent with intrusive spyware, tracking, harassment and covert harm by private military and security contractors working in tandem with other actors. The covert harm involves infrasound or vibration; what appear to be scents intended to manipulate or adversely influence the nervous system, including cognition; and an unidentified device or mechanism that appears to be able to penetrate drywall, a car door, and glass and cause a physiological effect, which may be an RF or EMF spectrum portable device. Without specialized detection or diagnostic tools, it is not possible to verify exactly what is being used. There may be lawful authority for particular surveillance, device monitoring, or tracking activities, subject to legal limits and oversight. But national security or investigative objectives do not authorize torture, cruel, inhuman, or degrading treatment, extrajudicial punishment, or the intentional infliction of covert physical or psychological harm on civilians. Any accusation of wrongdoing must be addressed through lawful procedures that protect due process rights. I was involved in an operation with Las Vegas Metropolitan Police Department last spring. Private military and security contractors were supporting that operation. I do not know whether the operation was formally authorized, documented, supervised, or subject to an identifiable local, state, or federal oversight structure. I reported the matter to the Seattle FBI Field office when I returned from overseas on June 08, 2026. I recently went to the NY FBI Field office to follow up and provide additional details. I was told that Seattle has opened an investigation as of June 26 which remains ongoing. So, NY FBI is deferring to Seattle to handle the investigation. I have received 2 death threats. One, while overseas submitting a UN Human Rights complaint to the human rights council in Geneva, Switzerland regarding this matter. The second, the morning while en route to the FBI. A woman appeared in front of me wearing what appeared to be a custom or DIY t shirt that said "get ready to get killed." I have not been able to obtain any information to date regarding FOIA and/or public records request(s). I have submitted another round of requests and am waiting for results. I have no criminal record. I have received no notification, and no one has contacted me to explain why I am being subjected to the conduct and harm noted above. I have not been informed of any allegation, basis, or process through which I can respond, provide information, clear my name, or seek relief from conduct that I believe I should not be experiencing. As a result, I have not been afforded due process. I would like to know if constituent services can provide guidance or assistance with the following: 1. Seattle FBI submission process I have been told that an investigation was opened June 26 and remains open. Can the senator’s office make an inquiry to Seattle FBI as to the method or process for me to submit the additional information that New York FBI declined to accept because it said Seattle was handling the open investigation? 2. Federal agency jurisdiction / relevant information Can your office assist me in determining which federal agency or agencies have jurisdiction or may have relevant information concerning the matters I am reporting? 3. Right reporting and oversight destination Can your office assist me in identifying the appropriate federal agency, agency component, oversight office, and complaint or review process to which I should report the conduct I have described? 4. FOIA and Privacy Act status/procedural issues Can your office assist me with obtaining status information and resolving procedural issues concerning my existing federal FOIA and Privacy Act requests? 5. FOIA/Privacy Act referral status Can your office determine whether any of my federal records requests were referred to another agency or component, and, if so, identify the receiving agency or component and the applicable tracking number? 6. DHS or other federal redress process Can your office assist me in determining whether there is a DHS or other federal redress process applicable to the concerns I have reported? 7. Contractor oversight mechanism If private military and security contractors were involved in an operation with a local law-enforcement agency, and I am subsequently reporting surveillance, device monitoring, tracking, harassment and covert harm involving those contractors, what federal oversight mechanism applies? 8. Federal connection / contractor determination Can your office assist me in determining which federal agency or agencies maintain relevant contracting, funding, procurement, operational, or other records or have responsibility for determining whether the private military and security contractors involved had a federal connection? 9. Contractor misconduct reporting process If a federal connection is identified, can your office identify the appropriate federal office for reporting alleged contractor misconduct and the process through which an affected civilian may submit a complaint and seek review? 10. Written confirmation of referrals and next steps Can your office request written confirmation, where available, of the appropriate agency or office, the correct submission or complaint process, any referral made, and any next step required from me? 11. Interagency coordination Where matters potentially involve more than one federal agency, can your office assist me in identifying which federal agencies are involved and/or whether the matter has been referred, coordinated or otherwise shared with another federal agency? #ConstituentServices #DueProcess #FederalOversight

I stumbled upon a Dennis Bushnell presentation today. This slide presentation is dated July of 2001. One slide caught my attention in particular, as several of these modalities appear to be in use with respect to the harm that I am experiencing today. What is apparently "Legal" in the context of the slide as presented? A physical phenomenon can be lawful to generate or use without every intentional application of that phenomenon to a person being lawful. Radiofrequency energy exists legally. Sound exists legally. Vibration exists legally. Chemicals and odors exist legally. That does not establish that deliberately directing one of those modalities at a person to incapacitate, injure, impair, harass is lawful. International humanitarian law (IHL) expressly treats the weapon and the manner in which it is used as separate questions. IHL is primarily the law governing armed conflict. What is not clear from Bushnell's presentation is he referring to IHL, domestic U.S. law, or some narrower military or legal interpretation. The ICRC (International Committee of the Red Cross) explains that a weapon's legality does not depend solely on its design or intended purpose, but also on how it is employed. A weapon can be permissible in one circumstance and unlawful in another. So, in 2001, these modalities were explicitly being discussed and categorized in a presentation as forms of future weaponry, including anti-personnel applications (weaponry intended to effect human beings). 25 years later, I and others similarly situated are experiencing this harm in several of the forms listed here. This morning at 7am they began introducing an unidentified substance/toxic exposure into the room. It could be coming from any room adjacent to the corner room I was moved to on the same floor yesterday. There was a do not disturb sign on the door next door to me when I moved in. Someone last night began slamming doors after 9 pm. If you open the windows in the room, they target the windows introducing whatever substance they are using, This is beyond sick. It is ridiculous that anyone should have to be experiencing this. I continue documenting the harm and tactics contemporaneously as the information maybe useful at some point in time. It is after 8 am, so the maid is on the floor. They rely on the maid and other hotel staff to inflict the harm during the day. Yesterday, the maid repeatedly slammed doors and appeared to deploy or disperse something unidentified into the room. I am unclear whether it is substance or what. It appears to be able to pierce the door or gaps around it. It has an odor and leaves a residue. Then a man on the staff came and vacuumed for sometime near my room, more than 15 minutes it seemed, while he did so some sort of debris or grit, air entered the room that caused symptoms. Then the maid in the room next to me continued slamming the door of that room repeatedly which was unnecessary and disturbing. I went out to Whole Foods. I came back. A man began slamming doors near my room repeatedly. He was bald, 6ft heavier set, facial hair, beard, blue and white striped shirt light brown or beige pants with a canvas plain tote on his shoulder. He came from 1 of 4 rooms at the end of the hall: 1027, 28 29, 1031. Have to check the room numbers today. My room was changed by the desk. They have to have compromised desk staff to place victims in a room where they can be harmed. This is the point of all of this. Subject victims to harm. The room still had vibration. It is on an end so I just took it. It is on the same floor so the same bad actors from the first night and day still have access to me and who knows who else. After I switched the room, two of the front desk staff appeared at my door unannounced which was bizarre. They asked how the room was. One was wearing the fragrant compound that has been used in this harm for a year. So now we now who is compromised at the front desk. I slept from 4 or 5 pm til the next morning. Not feeling well. They subjected me to vibration and something that felt like a laser hitting you. That means it had to penetrate the floor , the platform bed-frame and mattress to do so. So a male with a uniform shirt on indicating he works for the hotel, just came onto the floor vacuuming near my room. As he vacuumed and unidentified substance or some sort of particles with a gritty feel entered the room. It is unclear whether it entered via the door gap of the front door or penetrated the wall. This is typical. The hotel claims they have one housekeeper per floor. Housekeeping and or maintenance are the individuals commonly perpetuating this harm in hotels. So this experience is no different. I believe there are cameras on each floor. I heard door slamming first. Then a few minutes later the vacuuming began as it appears they may not have gotten the result that they hoped with whatever harm was associated with the door slamming. #HumanRights #AccountabilityGap #CivilRights . .
