The Truth About UPI…Don’t Get Fooled
The new UPI charge has caused far more confusion than it should have, so here is the plain version. From October 15, merchants will pay a Merchant Discount Rate of 0.4% on UPI payments above ₹2,000, capped at ₹300 once a payment reaches ₹75,000. The customer pays nothing. Transfers to family and friends stay free whatever the amount, payments up to ₹2,000 stay free for everyone, and small vendors collecting up to ₹1 lakh a month through QR codes into their personal accounts remain exempt. Nor is this a tax. The fee is shared among the banks and payment companies that keep the network running rather than flowing to the exchequer, and it still costs a merchant far less than accepting a credit card. The reasoning is simple enough: industry puts the annual cost of running UPI at roughly ₹20,000 crore, this year's budget sets aside ₹2,000 crore in support, and a network that processed 2,451 crore transactions in August alone cannot live on yearly grants forever.
The Congress calls it a UPI tax born of American pressure, the government insists the decision is its own and final, and a plea has already reached the Supreme Court. Yet the question that will decide whether this policy earns public trust is a quieter one. Merchants are barred from passing the fee on to buyers, but the framework has yet to spell out how that promise will be enforced at the billing counter.
