Can any CSS experts help me understand if this is the intended behavior or a bug in Chrome? css-bug.vercel.app It doesn't reproduce in Firefox... and sometimes reproduces in Safari.

This is likely a bug with the npm CLI since you're on v7 (which isn't on Node LTS yet). Can you try downgrading to npm v6 and reporting this bug to npm?
