Pakistan’s prison overcrowding has worsened, with Punjab holding 74,773 prisoners in 45 prisons against a designated capacity of 39,204 in September 2026, an overcrowding rate of 190.73 percent, according to an HRCP policy paper. Of the province’s total prison population, 54,932 were under-trial prisoners, including 52,847 men, 1,316 women and 769 juveniles. The report highlights persistent overcrowding, prolonged pre-trial detention and weaknesses in the bail system, and recommends alternatives to unnecessary detention, improved prison data and stronger accountability mechanisms.
