Lawmakers approved the measure by 168 votes to 31. Around 80,000 Sahrawis are estimated to qualify directly, while some estimates put the potential number at nearly 200,000 when descendants are included.
Western Sahara was controlled by Spain until the 1970s and has been largely controlled by Morocco since 1975, while the Algerian-backed Polisario Front seeks an independent Sahrawi state. The UN continues to classify Western Sahara as a non-self-governing territory.
