Per DOJ: The September 11th Victim Compensation Fund (VCF) provides financial compensation to individuals or families of deceased victims who suffered physical harm or death as a result of the 9/11 attacks or the subsequent debris removal Gordon Haberman told me how he took this picture near Ground Zero while searching for his daughter Andrea Haberman who was killed in the World Trade Center North Tower.
