When I was in Ethiopia in 2022, USAID was everywhere, especially in Afar. They showed up to vaccinate for measles in an IDP camp where a sweeping infection was feared. USAID staff is now greatly reduced due to Trump cuts, but I'd like to think the Ethiopian healthy ministry is prepared to meet such demand.
I agree with critics who say USAID has not been a positive force in Africa overall, especially that it's been used to advance US interests by funding media propaganda.
I talked to some Ethiopians employed by USAID and they were very hesitant to speak, clearly fearful of risking their jobs.
