Europe says this is deterrence and preparedness. But when countries simultaneously expand conscription, recall older soldiers, prepare bunkers, restore land mines, consider hosting nuclear weapons and teach civilians how to survive war, one question becomes unavoidable: WHAT DO EUROPEAN GOVERNMENTS KNOW—or fear—THAT THEIR CITIZENS ARE NOT BEING FULLY TOLD?

Germany has begun mandatory medical examinations for 18-year-old men born in 2008 as part of the new military registration system.
