I will not try to argue that the ODPP are perfect because I know they aren’t. But I have seen prosecution be handled successfully where victims cooperate. I have also seen the ODPP do their work well and victims sabotage that work, including in the Okoth Obado case where the victim’s mother was asking for the 1st accused to be released

Wakili, for both rape and robbery with violence identity is a key element that must be conclusively proved. In rape, the elements are penetration, lack of consent and identification of the perpetrator (usually by the victim). In robbery with violence the elements are use of force or threat of the same, being armed with a dangerous weapon while at it, stealing a person’s property while at it and/or assaulting the person just to facilitate the robbery AND finally the perpetrator(s) must be identified, again by the victim. It is therefore untenable to initiate and sustain charges for the two crimes without identifying the perpetrators. The ID parade is usually where the complainant identifies the assailants. If the complainant fails to show up to ID the perpetrators, then the case collapses. Additionally a complainant who refuses to show up for the ID parade will also likely not show up to testify. As much as we want to hold the @ODPP_KE to account, complaining parties or victims must also do their part!
