The client pays consulting rates. The worker gets labor-arbitrage wages. The middle eats the rest. OPT keeps the conveyor moving when the cap gets tight. Universities sell the seat. Staffing firms sell the placements. Taxpayers fund the public-sector IT contracts that get flipped to the same networks.
