Since assuming office, Speaker Oboth has championed a programme aimed at restoring Parliament to what he describes as its original purpose, practices, and systems. In seeking out the House of Commons, Oboth pointed to the UK Parliament's long institutional history as a source of lessons and inspiration for the reforms currently under way in the Parliament of Uganda. "This is about consolidating our efforts to reset, revive and rejuvenate the management and affairs of the Parliament of Uganda," Oboth said. Beyond institutional reform, the visit is also pitched as an exercise in parliamentary diplomacy, intended to deepen a relationship between the two parliaments that stretches back decades. Oboth said the goal is to build mutual benefit through staff and member exchanges, attachments and benchmarking programmes between the two institutions. He calls for an inter-parliamentary network that could support bilateral interests spanning education, trade and mining, areas he said hold significant potential for cooperation between Uganda and the UK. "Such parliamentary relations should be strengthened to a level that brings the two parliaments and the two nations closer in jointly pursuing shared interests," Oboth said. Speaker Hoyle congratulated Oboth on his elevation to the third office of the land, describing him as visionary and praised his approach to parliamentary leadership. He confirmed that the UK Parliament is willing to support and help drive inter-parliamentary diplomacy between the two countries going forward. Hoyle also framed the engagement within a wider Commonwealth context, saying such diplomacy should serve as a vehicle to preserve and strengthen the Commonwealth family. He expressed hope that the process could eventually help bring African nations together as a unified bloc within the Commonwealth, pursuing a shared agenda. The meeting is expected to be the first of several steps toward a formal cooperation framework between the two parliaments, with officials on both sides signalling openness to further exchanges in the areas of governance, trade and education.

The theme of the Conference, running from 13th to 19th September 2026, is "Strengthening International Law and Parliamentary Democracy in a Changing World Order: Commonwealth Leadership." Rt. Hon Oboth is accompanied by the Ugandan CPA delegation including Hon. Emely Kugonza (Buyanja East), Hon. Naome Kabasharira (Rushenyi County), Hon. Otim Benard (Maruzi North County), Hon. Fortunate Rose Nantongo (Kyotera Woman MP), Hon. Silas Aogon (Kumi Municipality) and Hon. Adrine Katusiime (Sheema Woman MP). The team is also joined by Ugandan’s High Commissioner to South Africa, Ambassador @AmoruPaul.

The burial took place in Namungarwe, in Iganga District. Oboth credited government with maintaining peace urging citizens to continue supporting elected leaders at every level. He stressed that national cohesion depends on deliberate efforts of both the citizens and their leaders working together for common good.

Oboth was on Sunday August 30th, 2026 speaking at a farewell service held in honour of Archbishop Kaziimba Mugalu at St. Peter's Cathedral, Tororo, attended by Clergy, Political Leaders and Christians across Bukedi subregion. The Speaker told the congregation that Kaziimba's willingness to speak candidly on matters of character and accountability had gone beyond the pulpit to shaping public leadership more broadly. "For those entrusted with public responsibility, your firm moral voice has given us confidence to do what is right, even when it is difficult. You have reminded us that leadership is not simply about holding office but holding trust on behalf of the people and ultimately before God," Oboth said. Tracing Kaziimba's rise from a Sunday school teacher and church choir member to catechist, parish priest, Provost of Mukono, Bishop of Mityana and ultimately the Ninth Archbishop of the Church of Uganda, Oboth said the trajectory illustrated that humble beginnings do not limit what can be achieved through service. He recalled the Archbishop's own description of his journey as one that took him "from nowhere to somewhere, from nobody to somebody and from grass to grace." He emphasised that Kaziimba had used his tenure to push the Church's mission beyond the pulpit into education, health, livelihoods, social development and peacebuilding, while consistently anchoring his message in personal and public integrity. The Speaker appealed to the Archbishop, as he begins a nationwide farewell tour, not to completely withdraw his moral voice from public life even after formally leaving office. "Do not stop holding our hands, keep speaking to our conscience, keep reminding us of the higher standard, keep encouraging leaders when the road becomes difficult, keep the message coming," he said. Oboth closed his remarks by leading the congregation in a standing ovation for the Archbishop, describing him as a great man of God, a servant of the people, and a faithful servant of the Church. In his own message to the congregation, Dr. Stephen Kaziimba Mugalu told the Christians to abandon divided and hypocritical hearts in favour of renewed togetherness. He said the nation could not move past cycles of violence, including attacks on school children and internal conspiracies, without a collective conversion of the head, heart and hands. Using a football analogy, he cautioned against internal conflict within the church and political circles, recalling an incident in which a defender scored an own goal, which he likened to leaders who undermine their own communities. "We don't need to fight each other; the person you are hurting may help you someday, and therefore you should all know that we need each other”, he said. He called on his christians to be persistent, fair, resistant and resilient, to achieve in their work. He said those were among the values that helped him to work hard and eventually clear the Shs 60 billion church debt. Kaziimba is going to traverse the country to say farewell to his christians across Uganda. The farewell service in Bukedi was also attended by the Catholic Archbishop of Tororo Ecclesiastical Province, Most Rev. Emmanuel Obbo.

He encouraged the graduands to embrace technology but retain their humanity. He urged them to build enterprises, create jobs and use their skills to solve problems in their communities and beyond. The Speaker told the new graduates that Artificial intelligence will transform the workplace, but will never replace character, judgement, and integrity. He noted that the high costs of operations for private schools was partly a contributory factor to the high drop out rates amongst already vulnerable children, hence calling upon his colleague MPs to think about making policies aimed at easing the high costs faced. Oboth further committed Parliament to relentless advocacy aimed at protecting vulnerable children and orphans, referring to high dropout statistics that leave young Ugandans exposed to early pregnancy, child labor, drug abuse, and mental health struggles. "When a child loses a parent, we must not allow that child to lose their future," Oboth said at the graduation while emphasizing that Uganda cannot afford to leave any portion of its future workforce behind. The Makerere Business Institute (MBI) was established in 1993 by Hon Nathan Itungo, a former MP for Kashari South County, with interests in education, politics and entrepreneurship.

The paper, presented by MP Emely Kugonza (Buyanja East County), addressed the mismatch between educational curricula and labour market needs across the continent and proposes measures to bring them closer into alignment. Uganda's delegation was well represented at the session, and includes Hon. Kugonza himself, Hon. Naome Kabasharira (Rushenyi County), Hon. Otim Benard (Maruzi North County), Hon. Fortunate Rose Nantongo (Kyotera Woman MP), Hon. Silas Aogon (Kumi Municipality), and Hon. Enos Asiimwe (Kabula County). The theme reflected the importance Uganda's Parliament places on equipping Africa's youth with market-relevant skills.

This meeting focuses on strengthening parliamentary democracy and legislative oversight while tackling pressing issues such as rebuilding public trust and deepening inclusive governance through greater transparency. The Commonwealth Parliamentary Association (CPA) Africa Region is made up of 63 national and subnational legislatures that work to promote parliamentary democracy, good governance and cooperation across Africa. It operates under the guidance of a Coordinating and Executive Committee consisting of regional speakers, presiding officers and members.

The Speaker described the loss of the employees as a difficult moment for the media fraternity and the nation at large. He extended his heartfelt sympathies to the families, colleagues, and all those affected by their passing. The Speaker saluted the contribution of photo journalist @francis_isano towards archiving Uganda’s most historical moments using his camera. He praised his passion for photo journalism, and pledged his support and that of parliament towards the nurturing and growing of such talent.

The Speaker and the Bishops discussed ways aimed at advancing household transformation and promoting the well-being of communities across the country. The prelates also congratulated the Speaker on his election and offered him prayers for wisdom, strength and guidance as he continues with his responsibilities. Other church leaders who accompanied the Archbishop were, Rt Rev. Fred Sheldon Mwesigwa (Bishop of Ankole Diocese), Rt Rev. Grace Lubaale (Bishop of Busoga Diocese), Rt Rev. Canon William Ongeng (Provincial Secretary).
