District funding is still driven by enrollment and average daily attendance. When a student who was in a public school accepts an account and leaves, that district loses the state aid the student would have generated.
Greg Abbott made school choice a central priority and was the main political force behind getting it enacted in Texas.
He promised “education freedom” for every Texas family during his 2022 re-election campaign. After voucher-style bills failed in the 2023 regular session and multiple special sessions—blocked mainly by a coalition of Democrats and rural House Republicans—he spent heavily in the 2024 GOP primaries to defeat or replace opponents of the policy.
In May 2025 he signed Senate Bill 2, which created the Texas Education Freedom Account.
He did not take this wildly unpopular position to vote.
How outrageous that soldiers prepared to risk their lives for our country, are getting lectured on how to look and act by a philandering, intoxicated, illiterate ex-Fox News host.

Or are you going to vote republican down the ticket except for Senator? You could be respected for that, but not if you cast a vote for your husband you divorced on biblical grounds.
