China produces roughly a third of global CO2, India about 8 percent, and the United States around 13 percent. Australia’s share is about 1 percent. Zeroing Australia’s emissions would barely move the global total, while China’s annual rise has often exceeded Australia’s entire output. Without comparable constraints on the largest emitters, Australian cuts mainly shift industry and emissions offshore. The $150 million buys speeches, not measurable global reductions.
