There is no way to determine if they are from a scammer or legitimate organization. There is no legal action that can be taken, from what I can tell, because you cannot identify your assailant.
I feel like replying with malware, in this scenario is the equivalent to shooting your masked mugger.

The thing I have learned from all the Flock-based wrongful arrests. Cops are generally lazy and even though they are supposed to get additional evidence to support an arrest they often skip that step.
