The "Biden administration" was simply a 3rd Obama term with Biden no more than a waxen effigy with a role to play. The autopen was far more of a President than the effigy sitting in the Oval Office. "Biden-Harris" actions were directed by Obama and his minions in Cabinet and staff positions.
