Nah it wasn’t a democracy comparable to any western democracy. Elections were completely flawed and rigged on a regular basis, by all parties involved. There was a window where there was some actual democratic political discourse happening from around 1942-1953 but this was marginal and subsequently flawed by heavy communist subversion funded by the KGB. The tudeh commies were everywhere and Iran was on the verge of becoming a communist republic if the shah wouldn’t have intervened. The CIA papers mentioned that they helped out, but the scale of their intervention and if it really made a big difference in the end was never disclosed
