Div Com Kashmir reviews new Alignments of Srinagar Ring Road Phase-III SRINAGAR, SEPTEMBER 26: Divisional Commissioner Kashmir, Anshul Garg on Saturday chaired a meeting to review the proposed new alignments for various stretches of Srinagar Ring Road (SRR) Phase-III, including Lasjan–Dalgate, Dalgate–Pandach and the proposed Parimpora–Dalgate Flyover. The meeting was attended by the Deputy Commissioner Srinagar, Commissioner Srinagar Municipal Corporation (SMC), SSP Traffic, Director Airport Authority of India, Additional Commissioner Kashmir, Project Director NHAI and senior officers from KPDCL, KPTCL, PHE, I&FC, PWD, Air Force and BSF. During the meeting, the technical team of the National Highways Authority of India (NHAI) made a detailed presentation on the proposed new alignment for the Lasjan–Dalgate stretch. The revised alignment has been designed to bypass the Cantonment area as well as the Jhelum Bank. After detailed deliberations, officers of the concerned departments observed that the proposed alignment was suitable and feasible for construction of the first eight kilometres of Srinagar Ring Road Phase-III. Regarding the Dalgate–Pandach stretch, the Divisional Commissioner directed NHAI to undertake a comprehensive comparative analysis of the three proposed alignments. He directed that the analysis be submitted to the concerned departments to facilitate selection of an appropriate alignment. The meeting also discussed the proposed Parimpora–Dalgate Flyover. Following deliberations, it was recommended that the alignment be revised to avoid affecting M.A. Road. Div Com Kashmir conducts Extensive Tour of SRR Phase-I from Galandar to Narbal SRINAGAR, SEPTEMBER 26: In a bid to expedite the ongoing works on Srinagar Ring Road (SRR) Phase-I, Divisional Commissioner Kashmir, Anshul Garg today conducted an extensive inspection of the 46-kilometre stretch from Galandar to Narbal to assess the progress of the project and address issues hampering its timely completion. The Divisional Commissioner was accompanied by the Deputy Commissioners of Pulwama and Budgam in their respective jurisdictions, besides Project Director NHAI, SSP Traffic Rural, engineers from KPDCL, KPTCL, PHE, R&B and I&FC, DFOs, contractors and NHAI advisor. At the outset of the tour, the Project Director NHAI briefed the Divisional Commissioner on the status of various components of Phase-I. It was informed that 143 culverts, 23 minor bridges, 3 major bridges, 18 light vehicular underpasses, 2 flyover-cum-interchanges, 6 overpasses, 12 syphons and 107 HPCs have been completed so far. During the inspection, the Divisional Commissioner visited several locations along the alignment and reviewed ongoing works, including the shifting and height clearance of transmission towers, construction of underpasses and connectivity to artillery roads. He directed KPTCL to undertake parallel works for the erection of new transmission towers to minimise power shutdowns during the shifting process and avoid inconvenience to the general public. He also called for augmentation of the workforce to ensure that the stipulated timelines are met. The Divisional Commissioner further directed the Project Director, NHAI, to take up the matter of bridge load testing with NIT on priority so that the process is completed without unnecessary delay. He also stressed the need to establish road connectivity to NIFT and the airport in consultation with all concerned stakeholders, including the Airport Authority, Air Force and BSF. He called for resolving all associated issues in advance through coordinated efforts among the departments concerned. At the conclusion of the tour at Narbal, Divisional Commissioner Kashmir said that Phase-I of the Srinagar Ring Road extends for 46 kilometres from Galandar to Narbal. He said that the primary objective of the visit was to assess the progress of the project, review the issues affecting its execution and identify measures to facilitate the contractors in completing the works within the stipulated timeline. Regarding the completion schedule, he said that efforts are being expedited to make the Phase-I stretch motorable by the end of December. He added that local representatives and MLAs have also been raising the issue of early completion of the project to provide service to the people. On the issue of transmission towers, the Divisional Commissioner said that NHAI had highlighted the constraints caused by the existing towers. He, however, clarified that there are currently no pending issues regarding land compensation or utility shifting, as these matters have been completed by the District Administration. Div Com directs for resolution of issues for timely rollout of healthcare services at AIIMS Awantipora SRINAGAR, SEPTEMBER 25: To ensure the timely rollout of healthcare services at AIIMS Awantipora from October 31, Divisional Commissioner Kashmir, Anshul Garg on Friday chaired a meeting to review the status of pending issues and expedite their resolution. The meeting took up several critical matters concerning the operational readiness of the institution, including electricity supply for the running of water supply system, commissioning of the dedicated power sub-station, land-related issues and the fire safety measures. On the occasion, the Divisional Commissioner directed the Public Health Engineering (PHE) Department and Kashmir Power Distribution Corporation Limited (KPDCL) to resolve the pending inter-departmental issues by Monday and ensure electricity supply for the water supply system. Regard the commissioning of the power station, the Div Com directed KPDCL to issue the requisite No Objection Certificate (NOC) to the Central Public Works Department (CPWD) at the earliest so that the uninterrupted electricity shall be provided to the institute. He further directed the Deputy Commissioner, Pulwama, to provide necessary assistance and guidance to CPWD engineers for the expeditious resolution of land-related issues pertaining to the facility. Div Com directs DCs to accelerate Agristack, NAPS registrations Srinagar, September 24: Divisional Commissioner Kashmir, Anshul Garg, on Thursday directed Deputy Commissioners (DCs) to intensify efforts and accelerate progress towards achieving the targets set for Agristack, farmer registrations and apprentice registrations under NAPS. The directions were issued during a meeting convened to review the district-wise progress under these initiatives. The meeting was attended by the Director, Skill Development; Deputy Commissioners; Additional Secretary, Revenue; Assistant Commissioner Central; and OSD. While reviewing the progress of Agristack, particularly village-wise coverage, the Divisional Commissioner directed the Deputy Commissioners to ensure 100 percent submission and 60 percent approval of the targeted villages by September 30. Reviewing the status of farmer registrations, Div Com called upon the DCs to step up efforts and bridge the gap against the assigned targets. He stressed the need for focused monitoring and expeditious processing of registrations across the districts. The Deputy Commissioners were also directed to submit a clear and consolidated list of issues and bottlenecks being encountered during the registration process, so that the same could be taken up with the concerned departments and offices for timely resolution. While reviewing the progress under the National Apprentice Promotion Scheme (NAPS), the Divisional Commissioner directed the DCs to surpass the assigned targets by Monday. During the meeting, a detailed review was undertaken regarding the progress of key road infrastructure projects including Development of Natipora to Chanapora road, Development of T-Junction at Natipora crossing, Construction of flyover from Shalteng to Parimpora, Construction of footbridge at Pediatric Hospital, Bemina, Construction of underpass at Nowgam, Development of Shopping Complex at Noorbagh, Development of road along Doodhganga River Bank from Barzulla to Sanat Nagar. On the occasion, the Div Com also reviewed the status of Srinagar Smart City Limited (SSCL) projects, including identification of 10 additional junctions for installation of ITMS cameras, painting of zebra crossings and stop lines, implementation of IT-based parking system, and status of e-bus charging stations at Zoonimar and Batamaloo. He also reviewed the Action Taken Report submitted by R&B, SSCL, RTO and Traffic Police on the decisions taken in previous meetings. The Div Com fixed fresh timelines for the concerned departments to achieve tangible progress. Div Com Kashmir chairs meeting to address Potable Water Issues of Railway authorities SRINAGAR, SEPTEMBER 14: In pursuance to directions of Chief Secretary J&K, Divisional Commissioner Kashmir, Anshul Garg, today chaired a meeting to address the potable water supply issues at Budgam and Nowgam Railway Stations. The meeting was attended by Deputy Commissioner Srinagar, Additional Deputy Commissioner Budgam, Chief Engineer PHE, Superintending Engineers PHE, and senior officers from the Railways. During the meeting, Railway authorities apprised the chair that water being lifted from the nearby source does not meet potable standards and requested a clean drinking water supply for staff usage and for filling trains. Taking cognizance of the issue, the Divisional Commissioner directed the concerned PHE officers to tap water from an alternative source identified by field officers, located 2.5 km upstream. He directed the Superintending Engineer, PHE Circle Budgam, to work out the capital expenditure for laying the new supply pipeline and to float tenders within ten days, in consultation with Railway authorities. Regarding water supply to Nowgam Railway Station, the Divisional Commissioner directed SE PHE Budgam to expedite the completion of the lift water supply scheme. The meeting was attended by Deputy Commissioner Ganderbal, SSP Traffic Rural, Project Director NHAI, and officers from R&B, PHE and KPDCL. On the occasion, officers of NHAI gave a detailed presentation on the project, highlighting the impediments faced by the executing agency, including land acquisition status, compensation disbursed, demolition of Government and private structures, shifting / alteration of establishment structures, utility shifting, court cases and tree felling. During the meeting, the Div Com directed the Deputy Commissioner Ganderbal to depute a joint team comprising ADC Ganderbal, Tehsildar, NHAI and the contractor to hand over possession of acquired land to the executing agency by Tuesday. He further directed NHAI to take possession of the greenfield land parcels as there is no issues faced by the agency. He also directed documentation of private structures and demolition of all such structures by Saturday to remove black spots and bottlenecks. Div Com Kashmir reviews implementation of National Apprenticeship Promotion Scheme SRINAGAR, SEPTEMBER 12: Divisional Commissioner Kashmir, Anshul Garg, today chaired a meeting to review the implementation of the National Apprenticeship Promotion Scheme (NAPS) across Kashmir Division. The meeting was attended by Director, Department of Skill Development; Deputy Commissioners of Kashmir Division; Director, Airport Authority of India; and senior officers from NHPC, BEACON, KPDCL, Industries & Commerce, Excise and other concerned departments and agencies. During the meeting, Director Skill Development, Dr. Owais Ahmad, gave a detailed presentation on the contours of the NAPS, covering eligibility criteria, benefits, registration of establishments, trades covered, registration of apprentices, training components, and the potential for engagement by Central and State PSUs, Corporations and Banks. It was informed that NAPS aims to enhance apprenticeship engagement, support establishments, and promote skilling across 12 strategic domains comprising 261 designated trades, by organizing specialized vocational training into structured industrial pipelines. Addressing the meeting, the Divisional Commissioner stated that department-wise targets have already been fixed to enhance workforce engagement under the scheme. He urged all departments, PSUs, MSMEs and contracting agencies to register their establishments on the NAPS portal and engage apprentices in the prescribed band of 2.5% to 15% of their total workforce. He further instructed corporations and executing agencies to ensure project-wise registration on the portal. The Divisional Commissioner directed Deputy Commissioners to facilitate registration of apprentices from colleges and schools and to monitor progress on a daily basis. To ensure effective coordination, the Divisional Commissioner appointed Additional Commissioner Kashmir, Zahoor Ahmad Magray, as the Divisional Nodal Officer for NAPS to facilitate inter-departmental coordination and achievement of targets. During the meeting, the Divisional Commissioner took a detailed review of the issues associated with the project, including removal of trees and widening of the road at Gund Parang, construction of Sewage Treatment Plants (STPs) for water treatment, shifting of KPDCL and KPTCL utilities, and relocation of houseboats. Taking note of the issues raised by the concerned departments, the Divisional Commissioner directed all stakeholders to incorporate the required construction and utility-shifting works in their respective departmental plans to ensure coordinated and timely execution. He further directed officials of the Inland Waterways Authority of India (IWAI) to conduct a comprehensive joint survey of the proposed works at Gund Parang in coordination with the concerned officers and identify the nature of land required for execution of the project. The IWAI officials were also directed to undertake a detailed assessment of existing utilities at the site, identify modalities of their exact locations and coordinate with the concerned departments for timely shifting wherever required. In this backdrop, Divisional Commissioner Kashmir Anshul Garg today chaired a high-level meeting at the Auditorium of the Directorate of Information & Public Relations (DIPR), bringing together officers and stakeholders associated with the arrangements for the festival. The meeting was attended by Deputy Commissioner Srinagar Akshay Labroo, Secretary Information, Director DIPR, SSP Srinagar, SSP Security, SSP Traffic, Heads of Departments, Nodal Officers, Liaison Officers and officials of the Information Department. The responsibilities encompass the entire movement and facilitation chain, beginning from Jammu Airport and extending to Srinagar Airport and the principal festival venues, including SKICC and INOX. The briefing was aimed at ensuring that every officer remains fully apprised of his or her role, the scope of intervention and the coordination required with other departments and field teams, thereby creating a unified operational framework for the festival. The Divisional Commissioner was chairing a meeting convened to review the utilization of railway freight services for the transportation of horticulture produce from Kashmir. The meeting was attended by IGP Traffic, Kashmir, M. Soleman Choudhary; Deputy Commissioners, Director Horticulture Planning & Marketing, Ghulam Jeelani Zargar; officers of Northern Railway, Industries & Commerce and Information Departments, besides representatives of various fruit associations. Discussing the Roll-on/Roll-off (Ro-Ro) service, the Divisional Commissioner directed Northern Railway officials to share an informational video with fruit associations highlighting the prescribed technical parameters for trucks, including permissible load height and other requirements, to facilitate its effective utilization. With regard to transportation of fruit by road, both Divisional Commissioner Kashmir and IGP Traffic Kashmir directed fruit associations to undertake extensive sensitization of truck drivers regarding adherence to the permissible load limits on the National Highway. They emphasized that overloading not only violates prescribed norms but also poses serious risks to road safety and traffic management. The officers cautioned that strict punitive action would be taken against vehicles found violating the prescribed load limits. Representatives of various fruit associations put forth their suggestions and sought long-term solutions for strengthening the transportation infrastructure for the horticulture sector, including improved connectivity of fruit mandis with the railway network. The representatives also expressed appreciation to the administration for its continued support and facilitation of the fruit industry. Div Com reviews preparations for 1st International Film Festival of J&K Directs departments to ensure foolproof arrangements; stresses coordination, site management, smooth conduct of events SRINAGAR, AUGUST 29: Divisional Commissioner Kashmir Anshul Garg on Saturday chaired a high-level review meeting at the Sher-i-Kashmir International Convention Centre (SKICC) to review preparations for the upcoming 1st International Film Festival of Jammu & Kashmir (IFFJ&K). During the meeting, the Divisional Commissioner directed all concerned departments to ensure befitting, comprehensive and meticulous arrangements for the successful conduct of the festival and to execute their assigned responsibilities with utmost efficiency. He instructed designated Nodal Officers to remain stationed at their respective venues and maintain close coordination with all stakeholders. He observed that the presence of officers on-site would facilitate prompt resolution of issues and help streamline arrangements. Emphasising that there should be no gaps in preparations, the Divisional Commissioner stressed the importance of comprehensive venue management, proper sequencing of events and detailed crowd-management plans at SKICC and INOX. He also reviewed arrangements for night screenings, floating cinema, the gala dinner and other proposed activities and issued necessary directions for their smooth and successful conduct. The Tourism Department was directed to finalise brochures and audio-visual content showcasing the tourism potential of Jammu & Kashmir for promotion during the festival. The Handicrafts & Handloom Department was asked to prepare and share brochures containing relevant information for guests and participants regarding stalls, craft and artisans. The Higher Education Department was directed to establish dedicated registration desks for students participating in the festival, while the RTO Kashmir was asked to sensitise hired drivers regarding the festival schedule, sightseeing packages for guests, tour packages and timely participation in scheduled programmes. The meeting was informed that films from 40 countries will be screened during the festival, underlining its international character and significance. The Divisional Commissioner directed all departments to extend full support to the event management team and emphasised the need for effective micro-traffic management and robust security arrangements while ensuring minimum inconvenience to guests, participants, filmmakers and the general public. He further directed the concerned agencies to ensure comprehensive arrangements at the airport and establish attractive selfie points at the SKICC back lawns and INOX premises. For effective inter-departmental coordination, the Director Information was directed to ensure close coordination among all concerned departments. The Joint Director Information Kashmir was asked to remain stationed at SKICC as the single-point Nodal Officer for coordination and communication. The Divisional Commissioner also stressed the need for conducting a comprehensive dry run ahead of the festival to identify and address any gaps in arrangements. He called for a seamless and horizontal flow of communication among all stakeholders for the smooth execution of the festival. The meeting was attended by the Deputy Commissioner Srinagar, Director Information, Heads of Departments and designated Nodal Officers.
