As a general rule, if the infection is too lethal and kills most of the infected people: it is unlikely to spread far and wide. Plus we already have effective antibiotics for bacterial infections. That was not the case with COVID19 virus.
Pneumonic Plague cannot become a global pandemic , it is far too lethal, person-to-person spread is inefficient, it is airborne in droplets but not aerosolised. Distant spread is very unlikely. We have good prophylactic antibiotics.

Plague is extremely unlikely to become a pandemic. The reason is that humans primarily get it from rats (bubonic- groins) . Human to human transmission is uncommon (Pneumonic- lungs) . With today’s technology it is very easy to get rid of a rats and fleas and interrupt the cycle. Plus antibiotics can treat those who get infected. Lastly those who get pneumonic plague are unlikely to survive without early treatment- that interrupts the cycle again.

People deserve a better healthcare system: more beds, more doctors, more nurses. But, it is not doctors who are stopping people from having all this. People have to understand that it is not doctors who are responsible for the pathetic condition of public Healthcare services.
