Her comments are not random. This is part of a well funded and carefully organized campaign to demonize open models and our civil liberties in DC. Multiple Senate staffers have told me that outside groups are requesting meetings to provide “demonstrations” where open source models are used to attack simulated hospital websites and demand bitcoin as ransom. These are cheap scare tactics funded by groups seeking to control open systems. In reality, cyber defenders rely on open models daily to find critical vulnerabilities before attackers get there first. If these groups are successful, we will all be poorer, less free, and more vulnerable to adversaries with increasingly capable systems.
We're used to thinking of open-source models as an unadulterated good. But in the case of AI, they can actually pose additional dangers, as @ReidHoffman and I got into at #CGI2026. I appreciated this nuanced discussion.

All recent large-scale cyberattacks have been performed by proprietary AI models from OpenAI and Anthropic. We need conservatives, libertarians, moderates, and ordinary commonsense Americans to show up. If we show up and unify, we can grow our majorities in both the House and Senate. It’s all about turnout.

Although I'm heavily involved in the "open source" CBDCTracker.org project, which is a kinda competitor, I have a lot of respect for Nick's HRF central bank digital currency (CBDC) Tracker. We may have our methodological differences, but they make sense in the context of what we're tracking. A focus on individual countries that are part of currency zones makes perfect sense from the human rights focus of Nick's Tracker, but CBDCTracker.org is more focused on the monetary policy and payment system infrastructure implications, so "ignoring" those individual countries (digital currencies issued by governments of countries that don't have their own currencies) makes sense for us. Also, CBDCTracker.org is run by a bunch of payment system and technology nerds, so we do find value in a granular approach to defining CBDC development phases (e.g., research, proof of concept, pilot and launched). However, for Nick's Tracker there are only two distinctions that matter - does it touch the public in any way (launched) or not (experiment). In any case, I learn a lot from Nick's CBDC Tracker, and I'm not ashamed to say that I've started copying some his ideas. One of those is using Wayback Machine (Internet Archive) links instead of the original URLs, because many of original URLs get broken, either to sweep history under the carpet, or because they central banks are just plain lazy or boneheaded. Anyways, keep up the great work @EconWithNick!

Rather than targeting individual leaders, the review points to a long-standing culture of inaction.
