Police say video shows the two kids inside got out... and RAN AWAY, the driver was 12 years old. His passenger was a 15-year-old White girl. The 15-year-old White female passenger was charged with motor vehicle theft. The Black 12-year-old who was behind the wheel? No charges. Yes... NO CHARGES. Police say that because of his age, they filed a "Child in Need of Supervision" referral and met with the Department of Juvenile Services. That's it. No arrest. No charges. A referral to juvenile services, and they decide whether he gets services, supervision... or nothing at all. WE DO NOT HAVE TO LIVE LIKE THIS!!!!!!!
