Following up on our execution EIP tier list, we wanted to share our combined execution and consensus rankings for Hegota. We've followed the same EF Protocol scoring system and tier definitions for both lists. We'd also like to make a special mention of the post-quantum-ready deposit contract proposal. It didn't make it onto the Hegota EIP selection list, but we think proposals like this one should be included in the fork to prepare validator deposits for future post-quantum credentials. We'll expand on our thoughts about Hegota and the reasoning behind our rankings in the blog post we're preparing.
Over the last few months, we've been working with EF researchers and EIP authors on Hegota proposals, implementing them in ethrex and opening our public testnets to users and other client teams. We wanted to share our execution EIP tier list, which follows the EF Protocol team's scoring system and tier definitions. After spending these months building and testing several of these proposals, we're excited to contribute to the discussion of what should come next for Ethereum. We'll also share our consensus EIP tier list soon, as part of a blog post where we'll expand on our thoughts about Hegota.

We believe Ethereum upgrades could benefit from a tick-tock cadence. Glamsterdam is the big upcoming "tick": ambitious, complex, and feature-heavy. With it shipping shortly, we think Hegotá should be the shorter "tock" focused on maintenance, cleaning up technical debt, and making a few targeted improvements ahead of the next major upgrade. Alongside FOCIL, we favor proposals with clear near-term benefits and low implementation and testing complexity. More ambitious changes should wait for the next "tick". We reviewed all 60+ EIPs proposed for Hegotá and updated our view on what Ethereum should prioritize. Our rankings follow four themes: 1. Stronger censorship resistance: Ethereum can only become a settlement layer for everyone if it stays neutral toward everyone. We strongly support FOCIL. 2. Faster Ethereum: Shorter slots mean faster confirmations, fresher onchain prices, and faster finality. We strongly recommend Quick Slots to make a first reduction in Hegotá and further reductions easier in subsequent forks. 3. Native account abstraction: Ethereum is long-due for native AA. Frame Transactions bring passkey wallets, sponsored transactions, gas paid in tokens, batching, and better support for privacy and post-quantum security. Adoption will take work across wallets, L2s, and the rest of the stack, and we intend to keep helping with that. 4. Performance engineering: continued L1 scaling & a faster Ethereum. Performance should remain a first-class concern in both client work and protocol design. The gains can go toward more capacity, shorter slots, lower node requirements, or all three. Thanks to everyone who put forward proposals and helped us work through them. We’ll keep updating our view as client and testing teams assess the work involved. This is my ranking for Hegota. It's very few EIPs, and that's on purpose. It's focusing on features that there is a "customer" for, and it shuns all the cool, research-ey stuff nobody asked for.

Ethereum's next year's upgrade, Hegotá, is being scoped right now. 66 proposals are on the table and over the next few core dev calls, this list will be narrowed down to the EIPs that get implementations, devnets, testnets, and a realistic chance of shipping in 2027. What doesn't make the cut has to wait for the fork after, so these decisions matter a lot. FOCIL is already set as a headliner for Hegotá. I think Frame Transactions (EIP-8141) should join it. Together with Keyed Nonces (EIP-8250) and Root References (EIP-8272), they unlock native privacy, allowing privacy apps to work without having to rely on intermediaries. Then there is the repricing bundle: data (EIP-8131 and EIP-8279) and state growth (EIP-8368) need to be priced properly if we want to keep increasing the gas limit towards 600M. It's maybe less exciting on the surface, but probably some of the most important scaling work we can do in the short-term. And there is a lot more: Shorter slots (EIP-8198), Issuance (EIP-8363) and anti-correlation penalties (EIP-7716), EVM improvements and simplifications, and the first zkEVM and post-quantum EIPs entering fork discussions. The thing is, we can't do everything at once and still expect to ship on time. Today, we're 256 days into Glamsterdam and want to ship it by the end of this year. Hegotá will need to ship in 2027, and that's what makes the next few decisions so important. A fork can't be a wishlist by the community or core devs jamming on what Ethereum should eventually become. Instead, we have to decide what Ethereum should become next, and what has to wait. Most EIPs will need to be rejected, even though many of them make sense. Core devs will talk to their teams and discuss the tradeoffs before eventually arriving at a priority (tier) list. Community input matters too, and core devs listen to the arguments brought to them, or posted publicly. So, if you think an EIP should (not) ship in Hegotá, now is the time to make the case for (or against) it. Tier list builder: forkcast.org/rank/
