Today, ACP Egide Mugwiza, DG of Response and Recovery Operations, officially opened the Inter-Cluster Multi-Hazard Simulation Exercise in
@KarongiDistr. The five-day exercise brings together participants from national emergency clusters, district authorities, UN agencies and partners to test Rwanda’s Flood and Drought Anticipatory Action Frameworks.
The exercise is testing the full chain from risk monitoring and analysis to early warning, decision-making and coordinated anticipatory action, including triggers, communication, resource mobilisation and timely, clear and inclusive warnings. It aims to identify operational gaps, strengthen coordination and generate practical recommendations to improve Rwanda’s readiness to act before hazards escalate, protecting lives, livelihoods and essential services.
