Gulu University Secretary David Obol Otori is addressing the Parliamentary Committee on Education and Sports at Speke Resort Munyonyo, on the topic "No Tenfold Economy Without Tenfold University Capacity " Mr. Otori stresses that Uganda cannot achieve its tenfold economic expansion to a $500 billion economy by 2040 without parallel scaling of university capacity, research funding, and institutional relevance.
