USAID defunding wasn't large enough to influence those elections much. But you are missing the point. It didn't fund "left wing governments". It funded left wing NGOs, charities and organizations that could funnel their personnel, resources and voice into election activism.

There’s nothing inaccurate about the statement insomuch as the incentive exists. Right wing movements are usually borne from nationalist sentiment and thus usually have muted support from countries overseas whereas the left wing cause brands itself as a global movement.
