With all eyes turning now to the Trump-Xi summit in DC, here’s the Yates checklist:
Overall: Judge the summit by what China actually implements, not by announcements or ceremony.
AI controls: The test is whether the U.S. holds the line on chips and infrastructure instead of accepting a CCP-managed “dialogue” as success.
Taiwan: Success is not Beijing restating its claim, but Washington refusing to treat arms sales and deterrence as bargaining chips.
Iran and Ukraine: The question is whether China keeps enabling both wars while talking “stability.”
Rare earths / supply chains: Watch whether mineral flows actually resume, or Beijing keeps using them as a pressure tool after the visit.
Fentanyl: The test is whether China shuts down precursor flows, not whether it promises to.
Jimmy Lai: His continued imprisonment is Yates’ acid test of whether Xi’s China will give anything real on human freedom.

Andrew Harding, a policy analyst at The Heritage Foundation, added in a statement to the Daily Signal that by the president advocating for the release of the prisoners during his meeting with the Chinese leader, it could produce “tangible outcomes” and determine “whether China follows through on concrete actions.”
“Securing the release of wrongfully detained Americans, including cases such as Min Zin, or persecuted Christians, would be a low-cost step China could take to signal that it is serious about stabilizing the bilateral relationship,” Harding continued. “It would also serve as a test of whether Beijing is willing to back its calls for more stable U.S.-China relations with meaningful actions rather than rhetoric.”

The signal-to-noise ratio of commentary around this Trump-Xi summit is out of control.
Very little has changed in the bilateral relationship since May, and there is little structural pressure to produce a major “deliverable,” as the two will likely meet twice more this year.

Today, Chairman @RepMoolenaar sent a letter focusing on Iran, AI, and autos to @realDonaldTrump ahead of his meeting next week with Xi Jinping. In the letter, Moolenaar credits Trump with leading a historic shift in U.S. policy toward China that has helped advance “the perspective of American national interests, rather than the perspectives of Wall Street, Davos, or Brussels.”
