The IFAD-India partnership, spanning nearly 50 years, continues to drive rural transformation. At the @FinMinIndia Conference, Country Director Marc de Sousa-Shields, highlighted how @IFAD's financing in India builds on that legacy, and supports the vision of Viksit Bharat 2047.
Smt. Anuradha Thakur, Secretary, Department of Economic Affairs (DEA) @FinMinIndia, addressed the participants and set the context in the inaugural session of the Conference of State Finance Ministers & Finance Secretaries of States/UTs with Legislature on “Financing India’s Journey towards Viksit Bharat”, in New Delhi, today. She highlighted that this first-of-its-kind Conference adopts a longer-term and broader canvas, bringing together public & private finance, with experts from academia, industry, banking and policymaking, while providing States an opportunity to share their perspectives. Smt. Thakur underscored that the journey towards Viksit Bharat rests on deep complementarities and multi-tiered partnership between the Union & States. India’s macroeconomic stability and fiscal prudence have received global recognition, including four sovereign rating upgrades by major international rating agencies over the past 16–17 months, with JCR recently upgrading India by one notch from BBB+ to A-. The DEA Secretary emphasised that the scale of transformation envisaged towards Viksit Bharat cannot be met by government Budgets alone. Private-sector financing, innovative financing mechanisms and stronger cooperation across levels of government will therefore play a critical role. Smt. Thakur said that the two-day Conference is deliberating on macroeconomic priorities, agricultural transformation, energy transition, new-age technology and growth from a GDP perspective. Working groups, with participation from States, will take forward the thematic deliberations and identify sectoral financing requirements and actionable recommendations. The Conference, Smt. Thakur said, was conceived following discussions with the Union Finance Minister, seeks to identify emerging financing needs, challenges and innovative solutions to support India’s journey towards Viksit Bharat.

The 10th Informal Joint Meeting of the Governing Bodies of the Rome-based Agencies focused on how @IFAD, @FAO and @WFP can work together more effectively to deliver better results for countries, particularly in fragile settings. Earlier this week, IFAD’s 148th Executive Board also looked at how to strengthen rural people’s resilience in fragile contexts. That discussion reinforced why collaboration matters. Experiences from the Democratic Republic of the Congo, Somalia and South Sudan show what can be achieved when we as Rome-based Agencies bring our different strengths together around country priorities, particularly where communities face repeated and overlapping shocks. On the ground, that collaboration is already translating into tangible investment. For example, One Sahel brings together IFAD’s investment platform, FAO’s technical expertise and WFP’s resilience and humanitarian capacities to support vulnerable rural communities across six countries. School meals offer another practical example. By connecting nutritious meals for children with local food systems, small-scale producers and rural livelihoods, this kind of country-led collaboration can support better nutrition while strengthening resilience and local economic opportunity. In total, IFAD is currently engaged in 52 ongoing collaborations with FAO and WFP, across a wide range of thematic areas including climate resilience, nutrition, rural women's economic empowerment, rural finance and food systems transformation, representing programme envelopes of US$ 485 million. But also at corporate level, we seek efficiencies by sharing premises, joint procurement arrangements and services. Members were clear that collaboration needs to remain practical, country-led and focused on results. Looking ahead, collaboration should build on what is already working, strengthen implementation at country level and show more clearly the impact, efficiencies and value this cooperation delivers. Ultimately, the value of our cooperation will be measured in what we deliver on the ground, through stronger food security and livelihoods, greater resilience and more effective support to countries and rural communities facing increasingly complex challenges. A near record El Niño is forecast to peak between October 2026 and January 2027. The climate phenomenon, caused by the unusual warming of surface waters in the eastern Pacific Ocean, could result in disrupted harvests and push at least 49 million people into food insecurity by the end of 2027. Eleven countries, home to 282 million rural people, rank in the top third globally for both drought exposure and fertiliser cost share increases, leaving rural communities particularly vulnerable to shocks. But El Niño is one of the few shocks that can be forecast months ahead – leaving a real window to act. Across IFAD-supported projects, what distinguishes resilient farms is that adaptation and mitigation measures are in place well before the next shock arrives. These farms on the frontlines of droughts, floods and erratic weather offer lessons in resilience that farmers everywhere can learn from. Remittance inflows to low- and middle-income countries reached US$728.6 billion in 2025 – more than four times global official development assistance that year and greater than foreign direct investment to those countries, according to the 2026 Sending Money Home report launched today by IFAD. According to the report, remittances have remained one of the world's largest and most consistent sources of household finance over the past decade, helping families meet basic needs, build resilience and invest in their futures, even in times of crisis. “As remittances help families meet their basic needs, they are also building financial growth and resilience to shocks,” said @IFADPresident Alvaro Lario. “Their potential benefits are greatest when families have access to affordable and trusted financial services, together with the knowledge, freedom and appropriate options to use their resources according to their own needs and aspirations,” added Lario. The findings highlight opportunities for policymakers to strengthen the impact of remittances on resilience, financial inclusion and economic opportunity while recognizing that these private flows cannot replace public investment, social protection or climate finance. Remittances are one of the world’s most resilient sources of household finance, supporting more than 1.1 billion people. The 2026 #SendingMoneyHome report, released today by the IFAD-administered Financing Facility for Remittances (FFR), examines how these flows changed over the past decade and explores the impact of migrant workers’ remittances on families, communities and development in low- and middle-income countries. Key findings show that: 🔹Remittance flows nearly doubled: Asia still receives half, Latin America grew fastest and flows to Africa nearly doubled. 🔹Around 220 million migrant workers send money home worldwide and by 2030, migrants and diaspora are expected to send more than US$3.6 trillion cumulatively to their home countries. 🔹About 1/3 of these remittances go to rural areas, where they can also open pathways to savings, insurance and investment in enterprises and other livelihood opportunities. The report’s findings and recommendations provide a practical basis for action by both the public and private sectors.
