Leaving aside the legal/political/“barrel of a gun” question, it’s kind of laughable to presume “civil wars” pretty much ever remain “domestic affairs.” Just ask the Greeks, Syrians, Koreans, Vietnamese, Russians, Yemenis, Nigerians, Angolans, Lebanese, & (obviously) Chinese.

Amid the commotion about Kavanaugh’s proposal to decamp from first island chain lies the geographical & logistical reality the missile balance can’t be re-established from Guam, Tinian, etc. There’s not enough land or roads/ports/airfields for deployment/dispersal.
We're seeing more missiles (and longer-range missiles) deployed to the first island chain and for longer. They usually come for an exercise in Japan or the Philippines and then stick around. Easy to miss amid concerns about magazine depth, but still an important trend for deterrence.
